leaders are fighting for the right to choose the next Dalai Lama. For a government that promotes
atheism, it’s a pretty bold step.
The goal, of course, is to put in a ringer to lead the Tibetan Buddhists and get Tibet to accede to the Chinese government.

reincarnated. The Chinese Government says he has to.
